What in the Sam Blazes Does that Chinese Sign Say? #1

I saw this sign at the corner of my apartment complex.  It is intended for all who pass by, whether on foot, in a car, on a bus, or a bike.

What in the Sam Blazes does it say?

Below is the pinyin and the characters:

My translation:

One inch of earth is worth one inch of gold.

Use the land well for future generations.

The Land and Resources Bureau of  the Wuxi Huishan District
